The dog character depicted in the drawing is Gilly from Disney's Gargoyles. Below is the description from the DeviantArt page:
Since September is "National Service Dog Month", I figured I would give some love to Gilly, a dog character from Disney's Gargoyles. Gilly's owner, Jeffrey Robbins, is blind. Gilly is his guide dog, or service dog. This drawing is sort of a "redraw" of a screenshot from the episode entitled "A Lighthouse in the Sea of Time". Gilly is sitting in a chair while Jeffrey Robbins is coming up with ideas for a new book.
